I don't get it. I was on the 404 today, it still only requires only 2 people. Why post that picture? There's no mention anywhere online about 3+. Bad photoshop?

As far as I know 3 only applies to Toronto where they have HOV, which includes motorcycles. And I don't believe the 400 series allows motorcycles but I still see them on it.

That 3 person hov was from when those whatever games came to Toronto. It's back to 2 now. I still think they should just change it to a no speed limit lane or a min 110 lane

Not true. Don mills HOV is 3 person min or taxi/bus/motorcycle
