So in this case, can the driver sue the pedestrian for causing damage to his car? if i was the driver, i wouldn't want to claim under my insurance (even though i'm not at fault, but my rates would probably be jacked up because its coming out of my insurance company instead of the other side).

This will be an unpopular opinion, but IMO, all cyclists should have insurance and they should be held accountable for their stupidity since they do not follow the rules of the roads most of the time.
