My sil finally bought a place. Owner was a bit of a pack rat and wasn't able to move everything out by the closing date. Sil moved in and garage is still half full of his stuff. They were going to toss it but apparently he wants to come back for it so my sil can't do anything with it but store it untill he comes back, this is what their lawyer told them. Does this make sense? Is the law this stupid?

Yup. My dad did a bone head move like that. He didn't have enough time to take down he trampoline on closing day and the owner refused to let him collect it at a later date lmao

Nothing in the contract that mentioned anything. I guess the lawyer got them a bit worried because they mentioned a time when this happened before and the new people put the stuff in storage and also gave some stuff away. The guy got pissed that they gave some stuff away and sued them. Not sure he had a leg to stand on but the whole process sucked

Is there anything valuable in there? I don't think he has a leg to stand on. Basically free storage for a non-disclosed time frame? Forget that. I'd ask him to pay for all the removal costs.

Fuck the previous owner. Sounds like he is being a douche and going about it the wrong way (ie getting his lawyer involved). If he was polite and upfront, something along the lines of "hey, i'm really sorry I wasn't able to get everything out by the closing date. i have some stuff in the garage that I will ensure I get out by the weekend", then sure perhaps give the guy a break. But as others have said, he can get his lawyer involved (for scare tactics) all he wants. If there was nothing in the agreement, its your SIL's stuff now.

I would warn him that if he enters the property and attempts to retrieve anything, authorities will be called. In fact I'd even change the locks on the garage.

I don't think the previous owner mentioned a lawyer. It sounded like the sister-in-law talked about it with her lawyer.

If it was me, I'd probably just give the guy a day to pick it up and if he can't, then I got some free stuff.

Ah, perhaps I misread it. All in all, it depends on how the previous owner approached OP's SIL. If he is apologetic, kind and courteous then I see no harm in giving him a week to remove his belongings (assuming it doesn't impact the SIL).
